Whom do you call about illegal burning?

Dear Editor
Last week Wednesday my neighbour called my husband to tell him that some cuttings we had in our backyard under the orange and mango trees by the fence were on fire. We had cut down a breadfruit tree as it seemed to have been encouraging a particular person into our backyard to reap the breadfruits. Apparently, our other neighbour who also had cuttings decided to burn them and sparks blew over the fence (a very high wall) and ignited our cuttings.
From what we could see when we got home from work, the fire had been huge and my husband had to throw water on the embers.
My question to the National Environment and Planning Agency is, "Whom do you call?" This happened on a weekday, but most times people around the area burn their cuttings and other garbage on the weekend when most business offices are closed.
The maximum penalty of $50,000 for illegal burning would not have helped us if our house was burnt to the ground as a result of flying sparks.
